Vietnam pulled in over $36 billion in FDI in 2025 and posted 21% export growth in H1 2026. A July 2026 Federal Reserve research note asks the question this scan investigates directly: how much of that boom reflects genuine Chinese firms relocating real production to Vietnam, and how much reflects an effort to preserve tariff-free access to the US market.
